The provisions of this chapter shall apply to the construction, erection, installation,
alteration, demolition, repair, relocation, replacement, addition to, use or maintenance
of buildings or structures, plumbing, mechanical, gas, and electrical systems within
the county. Any and all requirements of this chapter shall expressly include any and
all technical codes as amended by the county pursuant to this chapter.
