A person who violates a provision of this article or fails to comply with this article
is guilty of an offense. The owner of a building, structure or premises, where anything
in violation of this article shall be placed or shall exist, or any person who may
have assisted in the commission of such violation, shall each be guilty of a separate
offense. A purchaser, transferee, lessee or mortgagee who has actual or constructive
knowledge of the issuance of a citation or notice of violation pursuant to this article
shall be deemed to have notice of the violation as of the date of such sale, transfer,
lease or mortgage.
