§ 15-410. Issuance to persons with prior convictions.

No original license shall be issued to any person where any individual having an interest
either as owner, partner, principal stockholder, directly or indirectly beneficial
or absolute, shall have been convicted within ten (10) years immediately prior to
the filing of said application for any felony or misdemeanor or any state of the United
States or any municipal ordinance except traffic violations, or for whom an outstanding
warrant exists on which no service has been perfected. Where the violation is for
misdemeanor, forfeiture of bond, violation of a county or municipal ordinance, or
where there is a plea of nolo contendere, the board of commissioners after hearing,
may, after investigation, waive same as a disqualification. Such a hearing shall be
conducted in the manner provided in section 15-418(c) herein.
