§ 1052. Authority of board of commissioners to establish merit system.

  • (a)

    There is hereby authorized to be created and established by the governing authority of DeKalb County a merit system of personnel administration, to be known as the DeKalb County Merit System. The said governing authority shall be authorized to create such merit system by appropriate resolution, which resolution shall specify the department, personnel and officers of the county government covered by said system and the effective date of said system.

    (b)

    All employees of DeKalb County may be placed under said merit system except: All elected officials; all deputies of the sheriff and tax commissioner; the marshal, clerk, and deputy clerks and deputy marshals of the state court of DeKalb County; the assistant solicitors-general; county attorney, assistant county attorneys; all deputies of the clerk of superior court; the court reporters for the superior court, and state court of DeKalb County; and the sheriff of DeKalb County.

    (c)

    The governing authority of DeKalb County shall not discriminate between employees under the merit system and employees not under the merit system in the granting of merit salary increases.

    (d)

    The chief of the DeKalb County Police Department shall not be under the merit system.
