§ 1313. Construction; applicability of chapter 5 of title 10 of the O.C.G.A., the "Georgia Securities Act of 1973"; notice, proceeding, publication, referendum.

This act [division] shall be liberally construed to effect the purposes hereof. The offer, sale, or issuance of bonds, notes, or other obligations by a district shall not be subject to regulation under chapter 5 of title 10 of the O.C.G.A. [§ 10-5-1 et seq.], the "Georgia Securities Act of 1973." No notice, proceeding, or publication except those required hereby shall be necessary to the performance of any act authorized hereby nor shall any such act be subject to referendum.
